United Way of Pennsylvania launched a statewide data project, called the ALICE Project in June 2019. This gave every community in the state a data set to explain how many people in the community are going to work, but still struggling to make ends meet. ALICE® stands for Asset-Limited, Income Constrained, Employed.
The story of those who live below the ALICE stability threshold are our friends and neighbors who live one emergency away from extreme vulnerability. They often make a series of short-term decisions in an attempt to get by, but rarely have an opportunity to plan for the future. They experience the dignity of work, but are not realizing their American dream. They are essential to the fabric of our communities, and they help keep the economy moving in various ways. ALICE cares for children in day care centers, the elderly in nursing homes and supports people with various disabilities. They work in the service industry. They stock grocery store shelves. They don’t qualify for many forms of public assistance, but they still need help and they are one crisis away from plunging into poverty and needing safety net services as illustrated poignantly by the 2020 Coronavrius Pandemic.
